The 2023-24 Budget – Focus on High Quality Development The 2023-24 Budget – Focus on High Quality Development
Hong Kong Financial Secretary Paul Chan revealed a list of new initiatives that are relevant to the high quality development of Hong Kong in his 2023-24 budget speech. Major initiatives related to the creative industries include:
  • Allocate more than $150 million to support Hong Kong artists in taking part in performances and productions in the GBA, and to organise the GBA Culture and Arts Festival in 2024
  • Inject $500 million into the CreateSmart Initiative to support the creative industries
  • $50 million to expedite development of the Web3 ecosystem through organizing international seminars, and a wide array of workshops for young people
  • $500 million earmarked to launch a Digital Transformation Support Pilot Programme, to assist SMEs in applying ready-to-use basic digital solutions
  • Over $260 million reserved for Cyberport to nurture smart living start-ups
  • HKSTPC will inject $400 million into its Corporate Venture Fund and inject an additional $110 million to launch the Co-acceleration Programme

HK-Asian Film Collaboration Funding Scheme HK-Asian Film Collaboration Funding Scheme

The scheme will subsidise film projects co-produced by filmmakers between Hong Kong and Asian countries to produce films that are rich in Hong Kong and Asian culture. For the participating project teams, among the three main creative positions of producer, director and screenwriter, there must be at least one Hong Kong and one Asian country film practitioner. The proposed film must be a feature-length narrative film / animation produced, completed, and delivered for commercial theatrical exhibition at least in Hong Kong and the country in which the qualified Asian film practitioner is based. Each eligible film project will receive a grant up to $9 million.

Content Development Scheme for Streaming Platforms Content Development Scheme for Streaming Platforms

The Scheme will be conducted through a competition to recruit participating teams to develop content of mini-series for broadcasting on streaming platforms. Shortlisted teams will enter phase two of the competition and each will receive $0.6 million to $1.2 million as script development fee for developing the full scripts of the entire mini-series. Not more than four teams will be selected to enter phase three, with each receiving $4.5 million to produce the first or first two episodes of the series as pilot episodes.

Mega Arts and Cultural Events Fund to open for applications in the second quarter of 2023 Mega Arts and Cultural Events Fund to open for applications in the second quarter of 2023

The Chief Executive announced in the 2022 Policy Address the establishment of the Mega Arts and Cultural Events Fund (Mega ACE Fund), to promote the staging of more international arts and cultural events in Hong Kong. Initial plan is to allocate about $60 million to fund around four events each year. The Mega Arts and Cultural Events Committee held its first meeting in February 2023 to discuss the application procedure and guidelines and the possibility of inviting globally renowned art fairs, art installation exhibitions, large-scale music performances etc., to come to Hong Kong.
The Mega ACE Fund will be open for applications in the second quarter of 2023.

Government launches Greater Bay Area Youth Employment Scheme Government launches Greater Bay Area Youth Employment Scheme

Enterprises with businesses in both Hong Kong and the GBA Mainland cities are eligible to join the scheme. Participating enterprises shall employ eligible graduates in accordance with Hong Kong laws, offer them a monthly salary of not less than HK$18,000 and station them in the GBA Mainland cities to work and receive on-the-job training. The Government will grant a monthly allowance of HK$10,000 to enterprises for each graduate employed up to 18 months.
