Retail Sector Subsidy Scheme

The Government launches the Retail Sector Subsidy Scheme under the Anti-epidemic Fund. Each eligible retail store will receive a one-off subsidy of $80,000. Online application is open until 12 April.

Extensive Business Support Measures

In his 2020-21 Budget announced on 26 February 2020, the Financial Secretary of the HKSAR Government Paul Chan offered a wide range of measures to strengthen Hong Kong’s pillar industries, while identifying new growth engines among emerging sectors:
  • Earmarking $3 billion for Phase 2 of the Hong Kong Science Park Expansion Programme
  • Exploring the development of a third InnoHK research cluster, one focusing on healthcare technologies and the other on artificial intelligence and robotics technologies
  • More than $700 million is earmarked for the Hong Kong Tourism Board to expand promotion and revive the industry once the epidemic is over
  • $150 million will be granted to the Hong Kong Trade Development Council to support its promotional activities and assist Hong Kong enterprises in exploring new market opportunities
In addition, various relief measures have been proposed to support Hong Kong enterprises including the introduction of a concessionary, low-interest loan under the SME Financing Guarantee Scheme, under which a 100 percent guarantee will be provided by the Government. A maximum loan of $2 million, with a repayment period up to three years, will be offered to eligible enterprises.

Enhanced Measures to Support Hong Kong Film Industry

An array of new and enhanced measures will be implemented through the Film Development Fund (FDF) to support the Hong Kong film industry’s development:
  • Launching a new subsidy scheme under which the Film Development Council will proactively invite veteran directors to partner with young directors to co-produce 10 to 12 films with an earmarked funding of around $100 million. Each film will be granted a subsidy of around $9 million;
  • Launching a new Scriptwriting Incubation Programme: With earmarked funding of $10 million, the programme will be held in the form of a competition and professional mentoring will also be provided;
  • Implementing an enhancement for the Film Production Financing Scheme by raising the maximum government financing amount to $9 million; and
  • Implementing an enhancement for the First Feature Film Initiative by increasing the maximum number of winning teams to six and raising the production budget for the Professional Group to $8 million.
World Justice Project Reaffirms Hong Kong's Position in the Rule of Law Index

Hong Kong maintains its ranking as No. 5 in the East Asia and Pacific region and No. 16 globally in the Rule of Law Index 2020 released by the World Justice Project. The overall crime situation in Hong Kong had been on a downward trend for 12 consecutive years.

Digital Entertainment Industry Fresh Graduate Support Scheme 2020 is Calling for Application

The 4th Hong Kong Digital Entertainment Industry Fresh Graduate Support Scheme provides one-year full-time employment cum on-the-job training in local digital entertainment companies. The scheme will offer eligible digital entertainment company with a monthly subsidy of HK$6,000 (up to 12 months) for every graduate employed under the scheme. Interested companies should submit their applications via the official portal by 30 April 2020.

Government Launches Enhanced Technology Talent Admission Scheme (TechTAS)

TechTAS provides a fast track arrangement for admitting overseas and Mainland technology talent to undertake R&D work in Hong Kong. On 31 January 2020, the Government enhanced the coverage of this scheme to include six new technology areas: 5G communications, digital entertainment, green technology, integrated circuit design, the Internet of Things and microelectronics, and its coverage is extended to all companies conducting R&D activities in 13 technology areas in Hong Kong.

Launch of SME Reachout

Located at the Hong Kong Productivity Council, SME One assists local SMEs to enhance competitiveness and upgrade their business by providing one-stop support and comprehensive information in relations to various government funding schemes and support programmes. A dedicated service team entitled “SME ReachOut” has commenced operation to support SMEs through face-to-face meetings to help identify funding schemes that suit SMEs, while answering questions relating to applications.

Government to Switch Off Analogue Television Services at End-November 2020

The formal switching off of analogue TV services will begin on 30 November 2020, meaning that Hong Kong will enter into an era of full digital TV broadcast from 1 December 2020. Upon full digital TV broadcast, five analogue channels operated by the four free TV broadcasters will be switched off.
